Description | Arthur James Balfour was a Conservative Prime Minister and author of philosophical works; He was an influential politician entered Salisbury's cabinet, 1886; Secretary for Ireland, 1887; Prime Minister, 1902-05 and was brought back into power by Asquith as a member of the war council in November 1914. He subsequently served as Foreign Secretary in Lloyd George's coalition government 1916-19. Became known as one of the most versatile and capable statesmen of his generation, responsible for the Education Bill (1902) and the Licensing Act (1904). |
